Norsk institutt for naturforskning. NINA fikk oppdrag fra Equinor om å utrede alternative kabeltraseer med hensyn til naturmiljø i området rundt Hammerfest lufthavn. Bakgrunnen er at det planlegges en elektrifisering av Melkøya, og i den forbindelse må det legges en strømkabel fra Hyggevann kraftstasjon. Resultatene i rapporten viser at for fauna har planområdet et begrenset antall arter, og få rødliste- eller ansvarsarter som ikke kan vektlegges altfor mye da de er vanlige i Finnmark. Vegetasjonen for planområdet som helhet inkluderer noen naturtyper som er rødlistet i Norge, men som likevel er svært alminnelige i Finnmark. Årsaken til dette er at redusert utmarksbruk og beite fra husdyr i Sør-Norge har gjort at to av disse naturtypene gror igjen, men i Finnmark og andre steder med aktiv tamreindrift bidrar reinbeitet til at disse naturtypene fortsatt er intakte. Naturtypene det gjelder er boreal hei og seminaturlig myr. I tillegg er naturtypene snøleie og «fjellhei, leside og tundra» på rødlisten som følge av truslene fra et varmere klima. Disse to naturtypene er like fullt fortsatt svært alminnelige i Finnmark. Ingen truede eller regionalt sjeldne planter ble registrert i planområdet. En samlet verdisetting for naturmiljøet blir derfor satt til Noe. Det planlagte tiltaket vil kreve fjerning av vegetasjon der jordkabelgrøfter og anleggsveger etableres. Dette vil skade vegetasjonen, men konsekvensen kan begrenses dersom toppmasser og vegetasjon gjenbrukes som grunnlag for ny vegetasjon. I anleggsperioden vil aktiviteten kunne medføre forstyrrelser av fugle- og dyrelivet. Det utredes forøvrig om etterbruk av noen av anleggsveiene som sykkelsti/skiløype, noe som vil øke påvirkningen på naturmiljøet. Begge utbyggingsalternativene gis en konsekvensgrad som Ubetydelig endring til Noe forringet. Det er gitt en vurdering av mulige skadereduserende tiltak i henhold til tiltakshierarkiet; begrense, avbøte, restaurere og kompensere. De viktigste tiltakene er begrensing av arealbruk, opplæring og samspill med entreprenører og gjenbruk av lokal vegetasjon og jord. Disse tiltakene vil i hovedsak ha positiv effekt på terreng og landskap og mindre på naturmiljøet, dvs. dyreliv og vegetasjon i nærmiljøet.

Jacobsen, K.-O., Bjerke, J.W. & Hagen, D. 2020. Assessment of alternative cable routes around Hammerfest Airport, Hammerfest Municipality. Potential impacts on biodiversity. NINA Report 1726. Norwegian Institute for Nature Research. NINA was contracted by Equinor to assess alternative cable routes with regard to the natural environment in the area around Hammerfest Airport. This assessment is required for planning of the electrification of Melkøya, and in this connection a power cable from Hyggevann Power Station must be established. The results in this report show that the plan area has a limited number of faunal species. A few of these species are on the national Red List for threatened species or on the national list of liability species. Nevertheless, these species are abundant in Finnmark, and therefore their red list and liability status cannot be given much weight in our valuation of habitat value. The plan area is partly covered by habitat types that are on the national Red List for threatened habitats. Despite the red list status, these habitat types are common in the county. Two of these habitat types are semi-natural and are rapidly declining in southern Norway due to reduced grazing of domesticated animals and reduced alpine transhumance. However, reindeer husbandry contributes to maintain these habitats types in Finnmark. Two alpine habitat types are threatened due to a warmer alpine climate, but these habitat types are still abundant in Finnmark. None of the plants recorded in the plan area are on the National Red List for threatened species. Overall, following the handbook for valuation of non-economic consequences, the nature value of the plan area is assessed to be of modest (= local) value (“noe verdi” in Norwegian). The planned measure will require the removal of vegetation where soil cable trenches and construction roads will be established. This will damage the vegetation, but can be re-established if the vegetation mats are kept virtually intact. During the construction period, the activity could cause disturbance to bird and wildlife. An alternative plan for the construction roads is reuse as cycle path and ski track, which will increase the impact on the natural environment. The impact of both alternatives are given a degree of consequence as Insignificant change to modestly deteriorated. We propose alleviating measures that can help to reduce the negative impacts of the planned land use changes. These are reducing the extent of the planned activities, teaching of, and close cooperation, with entrepreneurs, and re-use of local vegetation and soil. These alleviating efforts will primarily have positive impacts on landscape and terrain, and much less on the natural environment, i.e. local wildlife.
