Salamanderdammene ved Vesle Ossjøen. Vurdering av sårbarhet ved framføring av rørgate

Fem dammer ble undersøkt for forekomst av småsalamander Lissotriton vulgaris sør for Vesle Ossjøen i forbindelse Glommen og Laagens Brukseierforening (GLB) planlagte overføring av Øvre Flisa til Osensjøen. Det ble funnet forekomst av småsalamander i to av dammene og bestanden ble anslått til i størrelsesorden 1 000 til 2 000 voksne individer. Det potensielle funksjonsområdet til småsalamanderbestanden sør for Vesle Ossjøen er stort og relativt intakt. Antall individer i forhold til tilgjengelig funksjonsområde, tilsier at det planlagte tiltaket ikke bør være kritisk for framtidig eksistens til denne småsalamanderbestanden. Tiltaket vil imidlertid berøre noen av de viktigste landområdene til bestanden. Det bør derfor tas hensyn ved gjennomføring av tiltaket for å minimere potensielle negative effekter i anleggsfasen. Utbedring av veien og etablering av riggområde og areal for massedeponi bør skje mens småsalamanderne ligger i dvale, mens gravearbeid i forbindelse med rørgata bør skje fra mai til august. Gravearbeid i og tett på yngledammen må unngås i yngleperioden fra april til august. Generelt bør man unngå anleggsarbeid om natta i perioden mars til september. Ved graving av rørgata bør liggende døde trær og større steiner tas vare på og legges tilbake på overflaten når anleggsarbeidet er ferdig. Det er svært viktig at gravearbeid skjer på en slik måte at hydrologien ikke endres i og rundt dammene. I tillegg anbefales det at det gjennomføres avbøtende tiltak som vil redusere de mer langsiktige negative effektene.

Five ponds were investigated for the presence of smooth newt Lissotriton vulgaris south of Vesle Ossjøen in connection with Glommen and Laagens Brukseierforening (GLB) planned transfer of river Øvre Flisa to Osensjøen. The occurrence of smooth newt was found in two of the ponds and the population was estimated to 1,000 - 2,000 adult individuals. The potential ecological function area of the population of smooth newt south of Vesle Ossjøen is large and relatively intact. The number of individuals in relation to the available areas for ecological functions indicates that the planned measure should not be critical for the future existence of this population of smooth newt. However, the measure will affect some of the most important land areas of this population. Therefore, consideration should be given to the implementation of the measure to minimize potential negative effects during the construction phase. Improvement of the road and establishment of a rig area and area for mass landfill should take place while the smooth newt are dormant, while excavation work in connection with the pipeline should take place from May to August. Excavation work in and close to the breeding pond must be avoided during the breeding period from April to August. In general, construction work at night in the period March to September should be avoided. When digging the pipeline, lying dead trees and larger stones should be taken care of and laid back on the surface when the construction work is completed. It is very important that excavation work takes place in such a way that the hydrology do not change in and around the ponds. In addition, it is recommended that mitigating measures be implemented that will reduce the more longterm negative effects.
