NINA Rapport 1604. Norsk institutt for naturforskning. Petroleumsanlegget på Melkøya utenfor Hammerfest ble startet opp i 2007 og slipper ut karbondioksid (CO2), nitrogenoksider (NOx), metan (CH4), flyktige organiske forbindelser utenom metan (nmVOC), svoveldioksid (SO2) og hydrogensulfid (H2S) fra energiproduksjon og prosessanlegg. Utslipp av nitrogen og svovelholdige gasser kan generelt påvirke terrestriske økosystemer ved forsuring og gjødsling av jordsmonn og vegetasjon. Petroleumsanlegget på Melkøya tar imot naturgass fra feltene Snøhvit og Albatross i Barentshavet. Her prosesseres og nedkjøles naturgassen til flytende gass (LNG) for videre distribuering. Utslippene fra LNG-anlegget er beregnet til å ligge under gjeldene kritiske tålegrenseverdier for terrestriske naturtyper, men tålegrense-verdiene i arktisk/alpine naturtyper er imidlertid usikre. For å kunne dokumentere eventuelle ef-fekter av utslipp til luft, ble det i 2006 (før utslipp) etablert et overvåkingsprogram for vegetasjon og jord i influensområdet fra LNG-anlegget på Melkøya. Grunnlagsundersøkelsen ble utført samme år, og det ble utført analyser i 2008, 2013 og 2018 etter samme metodikk som i 2006. To overvåkingsområder ble opprettet i 2006, ett med estimert relativt høy avsetning av nitrogen, nordøst på Kvaløya ved Forsøl og ett område med relativt lav avsetning sør på Kvaløya ved Stangnes. Områdene er samkjørt med Norsk institutt for luftforskning (NILU) sine overvåkings-stasjoner for luft- og nedbørskvalitet. Innen hvert område utføres det en integrert overvåking av vegetasjonens artssammensetning og kjemisk innhold av planter og jord i to atskilte naturtyper (næringsfattig kreklinghei og litt kalkfattig og svakt intermediær jordvannsmyr). Vegetasjonen overvåkes i permanent oppmerkede ruter (1m × 1m i arktisk hei og 0,5m × 0,5m på myr). I hver rute registreres mengde av karplanter, moser og lav, samt vegetasjonssjiktenes høyde og dekning. Lys reinlav/fjellreinlav (reinlav) og rusttorvmose analyseres for kjemisk innhold, Kjeldahl-nitrogen, tungmetallene bly (Pb), nikkel (Ni) og sink (Zn) og polyaromatiske hydro-karboner (PAH). Jordprøver fra hver av naturtypene analyseres for pH, Kjeldahl-nitrogen, ekstraherbare kationer, utbyttingskapasitet, basemetning, Pb, Ni, Zn og PAH. De kjemiske analysene av planter og jord utføres av Norsk institutt for bioøkonomi og NILU. Analysene av vegetasjonens artssammensetning viste få endringer i mengdeforhold mellom artene fra 2006 til 2018. De små endringene vi fant skyldes trolig årlige variasjoner. Det ble funnet noen få endringer av arter som normalt responderer positivt på nitrogengjødsling, slik som gress. Lav har gått noe tilbake mest sannsynlig pga. økt beitepress fra rein. Det er således ingen indikasjon på at en eventuell forurensing fra LNG-anlegget på Melkøya har påvirket vegetasjonens artssammensetning og mengdeforholdet mellom arter. Innholdet av plantenæringsstoffer i reinlav og rusttorvmose har endret seg noe etter at LNG-anlegget ble satt i drift. Endringene er imidlertid omtrent like store på begge lokaliteter. Det kan heller ikke gjenfinnes en økning av nitrogen i plantene som et resultat av et eventuelt økt nitrogennedfall fra LNG-anlegget. Innhold av Ni har økt både i reinlav og rusttorvmose på begge lokaliteter. Innhold av Zn og Pb har økt i reinlav på begge lokaliteter. Innhold av Hg har gått tilbake fra 2008 til 2018, både i reinlav og rusttorvmose på begge lokaliteter. Innhold av Zn og Pb har ikke endret seg i rusttorv-mose. Da det ikke er noen forskjell mellom lokalitetene, er det lite trolig at de registrerte endringene i tungmetallinnhold i plantevev skyldes utslipp fra LNG-anlegget. Analysene av næringsparametere i jord viste små endringer fra 2006 til 2018. Innhold av N har økt svakt fra 2008 til 2018 på Forsøl og gått noe tilbake på Stangnes. Basemetning følger samme mønster som N. pH har gått svakt tilbake på begge lokaliteter, noe som kan indikere en svak forsuring av jordsmonnet. Endringene er imidlertid svært marginale og kan også skyldes år til år variasjoner. Det kan foreløpig ikke konkluderes om endringene skyldes naturlige variasjoner, utslipp av svovel og nitrogen fra LNG-anlegget eller langtransportert forurensing. Analysene av tungmetaller i jord viser mye av de samme trendene som for tungmetallforekomster i plantevev. Innhold av Ni og Zn i jord har generelt vist en økning fra 2006 til 2018 på begge lokaliteter, mens Hg går tilbake. Da det ikke er noen forskjell på lokalitetene, er det lite trolig at de registrerte endringene i tungmetallinnhold i jord skyldes utslipp fra LNG-anlegget. Innhold av PAH i plantevev har gått tilbake fra 2006 til 2018 på begge lokaliteter. PAH-verdiene i jord økte i 2008 pga. utslipp av sot fra bedriften vinteren 2008 og i 2018 hadde to av fire områder en økning i PAH-verdier. De høyere verdiene i 2018 må imidlertid tas med forsiktighet, da det kan ha vært en kontaminering fra prøver med forhøyede PAH verdier på NILU laboratoriet. Kon-sentrasjonene i jord er lave og lavere enn grenseverdiene for helse og miljø. Hovedkonklusjonen er at dagens utslipp fra LNG-anlegget på Melkøya ikke gir påvisbare endringer i vegetasjon og jord i influensområdet etter 11 års drift. Vi anbefaler imidlertid at overvåkingen fortsetter, da uforutsette utslipp kan skje og fordi terrestriske økosystemer i arktiske strøk reagerer langsomt på ytre påvirkninger. Prøvefeltene bør vedlikeholdes annet hvert år, og vi anbefaler toårlige målinger av PAH-analyser av jord. Full analyse av overvåkingsprogrammet anbefales utført hvert femte år med tanke på eventuelle langtidsendringer. Det er foreslått noen endringer i overvåkingskomponenter og antall kjemiske analyser av planter og jord for å gi sikrere resultater av statistiske analyser.nb_NO

Monitoring of vegetation and soil – reanalyses in 2018. NINA Report 1604. Norwegian Institute for Nature Research. The petroleum plant at Melkøya outside Hammerfest was initialized in 2007 and is now operated by Equinor. The plant emits carbon dioxide (CO2), nitrogen oxides (NOx), methane (CH4) and other volatile organic compounds (nmVOC), sulphur dioxide (SO2) and hydrogen sulfide (H2S) to the air from energy production and processing constructions. The petroleum plant at Melkøya receives natural gas from the Snøhvit and Albatross oil and gas fields in the Barents Sea. The natural gas is here processed and cooled down to liquefied natural gas (LNG) and distributed throughout the world. In general, emissions of nitrogen and sulphurous gasses can lead to acidification and fertilization of soil and vegetation. The deposition of nitrogen is calculated to be below the critical loads for terrestrial ecosystems. However, the critical loads for artic- and alpine ecosystems are uncertain. In order to document possible effects on the terrestrial ecosystem, a monitoring program for soil and vegetation was established in 2006. In 2008, 2013 and 2018 the monitoring plots were re-analysed using the same methods as in 2006. Two monitoring sites were established in 2006, one with high estimated N-deposition in the northeastern part of the island Kvaløya at Forsøl, and one with low N-deposition in the southern part of the island at Stangnes. The sites were coordinated with the monitoring sites for air quality, run by the Norwegian Institute of Air Research (NILU). The monitoring program integrates analyses of species composition of ground vegetation and chemical contents of soil and plants in two different habitats, arctic heathland and mire. The abundance of vascular plants, bryophytes and lichens are assessed within 1 m × 1 m quadrats in heathland and 0.5 m × 0.5 m quadrats on mire, together with the percentage cover and height of different vegetation layers. The re-analysis of plant species composition showed very few changes in the proportions between species from 2006 to 2018. The changes are probably due to year to year variations. A few changes of species that normally responds favourably to nitrogen fertilization, such as graminoids, were observed. The cover of lichens has declined somewhat due to increased grazing pressure by reindeer. Thus there is no indication that any contamination from the LNG plant on Melkøya has affected the plant species composition. The plant nutrient content in Cladonia arbuscula/mitis and Sphagnum fuscum has changed somewhat after the LNG plant was put into operation. The changes, however, are roughly equal at both sites. There is no increase of nitrogen in plants as a result of nitrogen emissions from the LNG plant. The content of Ni increased in both Cladonia and Sphagnum at both sites. The con-tent of Zn and Pb increased in Cladonia at both sites. The Hg content has declined from 2008 to 2018, both in Cladonia and Sphagnum at both sites. As there is no difference between the sites, it is unlikely that the measured changes in heavy metal content in plant tissue are caused by emissions from the LNG plant. The analyses of soil nutrients showed small changes from 2006 to 2018. Total N in soil has increased slightly from 2008 to 2018 at Forsøl and declined somewhat at Stangnes. The base saturation follow the same pattern as N. pH have declined at both localities, which may indicate a slight acidification of the soil. The changes are, however, very marginal and can also be a result of year to year variations. It cannot yet be concluded whether these small changes are caused by natural variations in soil parameters, emissions of sulphur and nitrogen from the LNG plant or by transboundary air pollution. The analyses of heavy metals in soils show much the same trends as for heavy metal deposits in the plant tissue. The Ni content in soil has generally increased from 2006 to 2018 at both sites, while Hg has declined. Since there is no difference between the sites, it is unlikely that the observed changes in heavy metal content in the soil are caused by emissions from the LNG plant. The PAH content in plant tissues has declined from 2006 to 2018 at both locations. The PAH content in the soil increased in 2008 due to emissions of soot from the LNG plant in the winter of 2008, but two of four areas has increased levels in 2018. The increased PAH measurements in 2018 might be due to contamination of the samples at the NILU laboratory. The PAH concen-trations in soil are generally low, and lower than the limit values for human health and the environment. The main conclusion is that the current emission from the LNG plant at Melkøya does not visibly affect the vegetation and soil nutrient status in the influenced area, even after 11 years of operation. We recommend, however, that the monitoring program continues as unintentional emissions can occur and because the terrestrial ecosystems in the Arctic respond very slowly to air pollution impact. The monitoring sites should be maintained every second year, and we recommend biyearly measurements of PAH analyses of the soil. Full reanalysis of the monitoring pro-gram is recommended every fifth years for analyses of possible long-term changes. A few changes in the monitoring program are proposed, especially increased number of chemical analyses of plants and soil to provide more reliable results of statistical analyses.nb_NO
