Datakilder og forvaltningsmål. NINA Rapport 1902. Norsk institutt for naturforskning. Miljøforvaltningen og Artsdatabanken har utviklet en rekke verktøy for å vurdere naturkvaliteter i norsk natur. Mangfoldet av disse kan gjøre det vanskelig å orientere seg om deres bruksområder og hvordan de henger sammen. Denne rapporten forsøker å sette disse verktøyene i sammenheng og å peke på hvilke datagrunnlag de benytter. Datagrunnlaget som inngår i vurderingen er naturovervåking, fjernmåling, Natur i Norge, artskart, økologisk grunnkart og abiotiske datakilder. Rapporten gir en kort innføring i hvordan man kan måle økologisk tilstand ved å bruke tilnærmingen gitt av et ekspertråd i 2017 i «Fagsystem for økologisk tilstand». Basert på dette rammeverket er det utviklet to metoder for å måle økologisk tilstand. Her beskriver vi hvordan indeksmetoden kan benyttes til å måle økologisk tilstand og hvordan denne forholder seg til andre verktøy som Miljøforvaltningen har. Indeksmetoden skal benyttes til en nasjonal vurdering av økologisk tilstand i fjell og skog for fastlands-Norge i 2021. Rapporten gir en kort vurdering av hvilke av datakildene som er spesielt viktige for å vurdere økologisk tilstand. Verktøyene som brukes til å vurdere ulike naturverdier for forvaltningen (naturkvaliteter) omtales også som fagsystemer. Her har vi beskrevet hvilken funksjon de har i naturforvaltningen, og hvordan de kan virke sammen. Verktøy som omtales er økologisk tilstand, naturindeks, vannforskrift, FNs økosystemregnskap, rødlistene for arter og naturtyper, samt naturtyper etter Miljødirektoratets instruks. Naturindeksen, FNs økosystemregnskap og fagsystemet for økologisk tilstand benytter mange av de samme datakildene og indikatorene, og de drar gjensidig nytte av hverandre. Utviklingsarbeidet som er gjort for naturindeksen siden oppstarten i 2008 er derfor et viktig grunnlag for å utvikle indeksmetoden for økologisk tilstand og FNs økosystemregnskap. Slik bidrar utvikling av de norske systemene også til å utvikle gode tilnærminger og verktøy internasjonalt. Det er samfunnet, politikere og forvaltere som fastsetter forvaltningsmål for tilstand i økosystemene. Det er et mål at samfunnsutviklingen, inkludert naturforvaltningen, skal være kunnskapsbasert. Forskningens rolle er ikke å delta i å fastsette konkrete forvaltningsmål, men å bidra med god systemkunnskap og med gode verktøy for å fastsette og følge opp disse. Forfatterne av denne rapporten er bedt av Miljødirektoratet å diskutere hvordan man faglig kan tilnærme seg det å fastsette forvaltningsmål. Vi foreslår en bredt forankret inngang, der bærekraftsmålene må legges til grunn.Vi foreslår videre at forvaltningsmålene må omfatte både økosystemenes areal og tilstand, og vi illustrerer hvordan endringer i areal og tilstand kan innvirke på den samlede økologisk tilstanden. I konkrete tilfeller kan det være behov for å sette forvaltningsmål som er lavere enn god økologisk tilstand. Vi diskuterer en tilnærming for dette som i stor grad baserer seg på vannforskriftens tilnærming. Til slutt gir vi eksempler på tilnærminger til å sette forvaltningsmål for økosystemet som helhet, samt deres egenskaper med tilhørende indikatorer.en_US

Datasources and management targets. NINA Report 1902. Norwegian Institute for Nature Research. The Norwegian Environmental Agency and the Norwegian Biodiversity Information Centre have developed a number of tools for assessing biodiversity and ecological condition in Norway. The diversity of tools can make it difficult to identify which tools are most suited for different tasks, and to understand how they are interrelated. This report attempts to put these tools and their data sources in context. The main focus is to clarify the interlinkages between the tool for assessing ecological condition and other relevant tools. We focus on the usefulness of various data sources for assessing the ecological condition of terrestrial ecosystems in mainland Norway, including mountains, forests, wetlands and semi-natural ecosystems. We briefly assess and describe the data sources that are particularly important for assessing ecological condition: nature monitoring programmes, remote sensing, the categorizing system “Nature in Norway”, species maps, ecological base maps and abiotic data. The report provides a brief introduction on how to estimate ecological condition. We discuss the approach given by an Expert Committee in 2017 in the “Norwegian System for Assessment of Ecological Condition”. Based on the recommendation of the Expert Committee, two alternative methods have been developed for estimating ecological condition. Here we describe how ecological condition can be quantified with the Indicator-Based Ecological Condition Assessment approach (IBECA). This method will be used for a national assessment of ecological condition in the mountain and forest ecosystems of mainland Norway in 2021. Thereafter, we describe the roles different tools play in the management of biodiversity and ecosystems in Norway, and how they can work together. Tools that are discussed are: Ecosystem Condition, the Nature Index, the Water Frame Directive, the UN ecosystem accounts (SEEA EA), and the Red Lists for species and habitat types, as well as selected important habitat types in accordance with the Norwegian Environment Agency's protocols. The Nature Index, the UN ecosystem accounts and the IBECA approach use many of the same data sources and indicators, and they benefit directly from each other. The development work that has been done for the Nature Index since its inception in 2008 is an important basis for developing the IBECA method. It has proved useful and has had impact on process towards developing the UN's ecosystem accounts. Society, politicians and managers set management targets for the conditions of ecosystems. It is a clearly stated goal that nature management should be evidence-based. The role of research and researchers in this context is not to be part of setting the specific targets, but rather to provide the best available knowledge and tools to set good targets, and to assess progress towards these targets. The authors of this report have been asked by the Norwegian Environment Agency to discuss how to best approach management targets. We propose that the UN Sustainable Development Goals must be used as a basis for setting management targets and that these targets must consider both the extent and condition of ecosystems. We illustrate how changes in both extent and condition within a part of the area considered will impact the overall ecological condition of the system as a whole. In some cases, there may be a need to set management goals lower than good ecological condition. We discuss the approach used by the WFD and give specific examples of approaches to set management targets for the ecosystem, individual ecosystem characteristics and their indicators.en_US
