dc.description.abstractVed oppstart av gruvedrift i Lunckefjell ble det i tillatelsen fra Miljøverndepartementet stilt visse vilkår til Store Norske Spitsbergen Grubekompani (SNSG). I disse vilkårene inngikk blant annet et bestandsanslag av (1) hekkende og (2) mytende fugl i Bellsund, Van Mijenfjorden, Reindalen og Braganzavågen. Videre ble det stilt krav om at (3) svømmetrekk for alkefugl skulle kartlegges. Norsk institutt for naturforskning (NINA) har i samarbeid med Norsk Polarinstitutt (NP) fått i opp-drag av Store Norske Spitsbergen Grubekompani (SNSG) å utarbeide en rapport som oppdate-rer kunnskapsstatus i henhold til disse vilkårene. Åpning av Lunckefjell innebærer fortsatt gruvedrift i Svea og opprettholdelse av skipstrafikken til og fra utskipingshavnen i Svea. Potensielle skipsuhell og oljeutslipp er en del av risikobildet, og fugleliv i Bellsund, Van Mijenfjorden, fjordnære deler av Reindalen og Braganzavågen vil i større eller mindre grad kunne bli berørt av det. Derfor er fokuset for denne rapporten på de artene som er mest relevant for et slikt risikobilde, nemlig sjøfugl og gås. Vi har brukt av oppdaterte data fra sjøfugldatabasen til Norsk Polarinstitutt (NP) og NINAs GOOSEMAP-database for hekkebe-standsestimatene. For myteperioden har vi brukt data fra et toårig prosjekt i regi av NP og SEAPOP, som har kartlagt fordeling og forekomster av mytende fugl ved hjelp av helikopter og fly. Ender og gjess har til felles at de har skifter de viktigste vingefjærene samtidig (myter) og derfor mister evnen til å fly i en periode på opptil fire uker. Vi har derfor fokusert på ender og gjess når vi behandlet mytebestander i denne rapporten. Vi har også behandlet svømmetrekk for alkefugl i denne rapporten. På Svalbard er svømmetrekk et begrep som først og fremst brukes om polarlomvi. Før polarlomviungene er flyvedyktige hopper de fra reirhyllene og ned på sjøen, og de svømmer vekk fra kolonien ledsaget av en av foreldrene, oftest hannen. Det er store og viktige kolonier med polarlomvi i Bellsund, og i tiden hvor hoppingen foregår vil polarlomvi være sårbare for eventuelle utslipp fra et skipsuhell, siden ungene og de voksne ledsagerne har be-grenset mobilitet. Vi har i denne rapporten brukt kunnskap om svømmetrekk til polarlomvi fra andre kolonier på Svalbard for å estimere hvilken tidsperiode, hvor stort antall og hvilket område man kan forvente å finne polarlomvi på svømmetrekk i Bellsundområdet. Bestandsanslagene viser at den totale hekkebestanden for sjøfugl i Bellsundområdet er i stør-relsesorden 250 000 individer og at den totale bestanden av gås er i størrelsesorden 17- 29 000 individer. Utredningsområdet har således et betydelig antall fugl og må anses som et viktig hekkeområde på Svalbard. De to store koloniene Midterhuken (150 000 individer) og Ingerborg-fjellet (74 000 individer) utgjør 85% av den totale sjøfuglbestanden i området. Videre er Eholmen (10 000 individer) og Bellsundhesten (6 000 individer) store kolonier. Polarlomvi er den mest tallrike sjøfuglarten med over 130 000 individer. Deretter følger alkekonge, krykkje og ærfugl med hhv. omlag 75 000, 30 000 og 9000 individer. Bestanden av kortnebbgås er mellom ca 12000 og ca 20000 individer, og at hvitkinngås er på mellom ca 5000 og ca 8000. Ærfugl og polarlomvi skiller seg ut ved at bestandene i Bellsundområdet utgjør hele 22 og 8% av de totale Svalbard-bestandene. Vurderingene for gåseartene viser også at bestandene av kortnebbgås og hvitkinngås utgjør mer enn 15% av Svalbard-bestandene. Alle de store sjøfuglkoloniene be-finner seg i de ytre delene av fjordsystemet. I forhold til skipstrafikk, er Bellsund det mest sårbare området. Bulkskipene som frakter kull fra Svea krysser dette området. dc.description.abstractAt the commencement of mining in Lunckefjell the permit from the Ministry of Climate and Environment set certain conditions Store Norske Spitsbergen Grubekompani AS (SNSG). These conditions included a population estimate of (1) breeding and (2) moulting birds in Bellsund, Van Mijenfjorden, Reindalen and Braganzavågen. In addition, the conditions stated that (3) the swimming migration of auks should be described. Norwegian Institute for Nature Research (NINA ), in collaboration with the Norwegian Polar Institute (NP) was commissioned by SNSG to prepare a report that updated the status of knowledge in accordance with these terms. The opening of Lunckefjell implies further mining activity in Svea and a continuation of ship traffic to and from the shipping port of Svea. Potential shipping accidents and oil spills are part of the risks and birdlife in Bellsund, Van Mijenfjorden, coastal areas of Reindalen and Braganzavågen might be affected to a greater or lesser extent. Therefore, the focus of this report is on the species that are most relevant to such a risk situation, namely birds and geese. We have used updated data from the seabird database of NP and the GOOSEMAP database administered by NINA for breeding population estimates. For the moulting period, we have used data from a two-year project run by NP and SEAPOP, which has mapped the distribution and occurrence of moulting birds. Ducks and geese share the characteristic of replacing all the main flight feathers simultaneously (moulting) and therefore lose the ability to fly for a period of up to four weeks. We have therefore focused on ducks and geese when describing myth populations in this report. We also described the swimming migration of auks in this report. In Svalbard, the only auks undertaking a seasonal swimming migration is Brünnichs guillemots. While guillemot chicks are still flightless they jump from the nesting cliffs to the sea and they swim away from the colony accompanied by one parent, usually the male. There are large, important colonies of Brünnichs guillemots in Bellsund, and during the period in which hopping takes place guillemots will be especially vulnerable to any discharge from ship accidents since the chicks and the adult companions have limited mobility. In the present report we have used information about the swimming migration from other colonies in Svalbard to estimate the time period, the guillemot numbers and the areas where one would expect to find guillemots on the swimming migration in Bellsund. Population estimates show that the total breeding population of seabirds in Bellsund is on the order of 250,000 individuals and that the total population of geese is in the range of 17 to 29 000 individuals. The study area thus contains a significant number of birds and must be regarded as an important nesting area on Svalbard. The two large colonies Midterhuken (150,000 individuals) and Ingerborgfjellet (74,000 individuals) constitute 85 % of the total seabird population in the area. Furthermore Eholmen (10,000 individuals) and Bellsundhesten (6000 individuals) are also large colonies. Brünnichs Guillemot is the most abundant seabird species with more than 130,000 individuals. It is followed by the little auk, kittiwake and eider with approximately 75,000, 30,000 and 9,000 individuals, respectively. The population of pink-footed geese is estimated to be between about 12,000 and 20,000 individuals, and the barnacle goose number is between about 5000 and 8000. Common eiders and Brünnichs guillemots are exceptional in the sense that the numbers in Bellsund is 22% and 8% of the total Svalbard population numbers. The assessments for the goose species shows that populations of pink-footed geese and barnacle represents more than 15 % of the Svalbard populations. All the major seabird colonies are located in the outer parts of the fjord system. When considering shipping activity Bellsund is the most vulnerable area. Bulk vessels carrying coal from Svea crosses this area. In addition, a relatively large number of passenger vessels visit this area. The count of moulting birds conducted in August 2010 showed that the shallow waters along the coast throughout the fjord system is important for moulting eiders and geese. The largest concentrations of moulting eiders were in the outer parts of Bell Sound area. The majority of goose observations were however made deeper in the fjords. We have calculated that most guillemot chicks are expected to leave the bird cliffs and start the swimming migration about 26 July, and that most leave during the period 20 July - 2 August. These time estimates represent an average year, however the timing of breeding may vary between years. Not all chicks leave the colonies at the same time and we excpect that a significant number of chicks also leave after the 2 August. We estimate that guillemot chicks accompanied by their parent (father) use 2-3 days to leave the Bellsund area. Furthermore, we estimate that in an average year, nearly 25,000 guillemot chicks swim from colonies in Bellsund. In the event of shipping accidents and oil spills, environmental risks depend on the number of birds that are in the area affected by the spill. Seabirds may be distributed over large areas (functional areas) and densities and distributions can often be dynamic and unpredictable. Nevertheless, what we define as the vicinity of colonies (< 1-15 km from the colony) will usually have a high probability for large concentrations of seabirds. Therefore, it is appropriate to consider the location of the colonies and the size of colonies when assessing the environmental risks. At a short distance to the colonies and at large population sizes the vulnerability is high. When an oil spill occurs in these areas, the environmental risk will always be high.nb_NO
